| Tóm tắt: | The operational framework of EDCF is largely concentrated on loan appraisal and agreement on individual projects rather than systematic management of activities based on the country strategy. With only two mission offices with limited workforce and decision making authority, the lack of decentralization poses various challenges in improving operational efficiency. Without more staff from headquarters or locally employed, it is nearly impossible for the Korea Eximbank to actively participate in thematic or sector donor meetings in Vietnam. Creating an environment allowing organization members to strengthen their expertise and capacity remains an urgent issue. |
