Nhân lực khoa học và công nghệ: từ khái niệm của các tổ chức quốc tế đến khả năng vận dụng cho Việt Nam
The article introduces and compares the current definitions of "human resources in science and technology" of Vietnam, UNESO and OECD. It proposes the approach to gradually unify these definitions into one that is not only suitable to apply in Vietnam but also internationally compatible.
