Broadly speaking, the rate of spread of technology is determined by the presence within a country of a set of social, economic and political conditions which affect its willingness and ability to undertake industrial change. At the same time, technological diffusion is a function of the adequacy and efficienncy of the mechanisms that exist for such diffusion to occur.
