Peace and development have become the theme of the times. The Vietnamese Communist Party reviewed the situation and made diplomatic adjustments. This paper describes Vietnam's foreign policy adjustment since the mid－1980s and its achievements， and preliminarily analyses the reasons for the adjustment from both international and domestic aspects. Finally，it puts forward some suggestions on Vietnam's foreign policy. In the 1990s，Vietnam completely abandoned the "one－sided" policies of the former Soviet Union and the socialist countries of Eastern Europe and pursued a diversified and diversified all －round foreign policy. It abandoned the policy of regional hegemony and coexisted peacefully with other countries，and was in line with economic diplomacy from political diplomacy. Thanks to the joint efforts of the Party and the people，Vietnam has quickly shaken off its isolated image in the international community and made gratifying progress in its diplomatic work. On the basis of the principles of independence ， diversification ， multilateralization and peaceful coexistence in international relations ， Vietnam is not bound by ideology. The Communist Party of Vietnam and the Vietnamese government in the new era strictly abide by the principles but are flexible in strategy, and can still adapt to the changes in the world in the new era, but also revolve around the goal of "socialism and national independence". This external is just external, and with revolutionary peace, harmony, forgiveness, open to the nature of all countries and places in the world, in line with the purpose of national development and the purpose of prosperity of the people. China and Vietnam are two socialist countries with very similar economic systems. In the past 30 years，the process of opening up has shown almost the same track of development. This paper uses the method of subject － object analysis to compare and analyze the opening － up situation between China and Vietnam from the theoretical and empirical levels. China's reform and opening－up is much earlier than Vietnam's. Vietnam can learn many lessons from China and apply them to its own reform and opening－up cause，learn from each other and learn from each other to create conditions for promoting Vietnam's further all － round opening － up. In recent years，Vietnam's economic development has been stable，and the degree of opening to the outside world has gradually increased ，especially in the field of infrastructure construction， attracting more and more foreign investment，and Vietnam's contracting market has gradually implemented the general contracting management model. The innovation of this paper lies in the deep analysis and explanation of Vietnam's foreign policy facing the trend of internationalization，and the summary of Vietnamese Communist Party and government's foreign policy of innovation and opening up for more than 30 years.
