has transformed the economics of the business cycle. The unanticipated
American growth revival of the 1990s has similar potential for revolutionizing
economists’ perspectives on economic growth. It is not surprising
that the combination of more rapid growth and lower inflation
has touched off a strenuous debate about whether the improvements in
