In those countries that were formerly under communist rule (some now part of the enlarged EU) as their land and housing sectors have recently been opened up to market forces, home ownership has also generally been expanding (Lowe & Tsenkova, 2003). Although there is considerable variation across Europe, with national rates ranging from about 40 per cent to about 90 per cent, the majority of European Union households now own their own homes.
