Such a focus requires a research methodology that accounts for the perspectives of all three major groups of players engaged in the political battles over state cooperation – the international community, the targeted states, and the tribunals themselves. I have set out to do this by conducting interviews with hundreds of diplomats, government leaders, and tribunal officials at the forefront of the cooperation issue.
