Concretely speaking, to day, firstly the management of the whole economy is carried out by "laws" not by "orders". Secondly taxes are the main instruments to regulate enterprises business and the whole national economy are the main input of the national budget. Thirdly-economic leverages work effectively and are the impulses to make enterprises and individuals pay more attention to the results of their business.
