It does not delve into the theme of threats within the law of armed conflic t, inter nationa l crimina l law or Cha pter VII of the UN Cha rter (under the rubric of ‘threats to peace’). The focus is on the legality of the military threats which states issue unilaterally. Specifically, it addresses the questions of what constitutes a threat of force according to article 2(4) of the UN Charter and on what grounds a recourse to a threat of force is justified. To keep the study within reasonable bounds, the emphasis is on the justification of self-defence. What I hope is that the book invites a reconsideration and revival of a topic that has been thoroughly neglected.
