The focus is on the legality of the military threats which states issue unilaterally. Specifically, it addresses the questions of what constitutes a threat of force according to article 2(4) of the UN Charter and on what grounds a recourse to a threat of force is justified. To keep the study within reasonable bounds, the emphasis is on the justification of self-defence.
