Tóm tắt:The Cartagena Protocol on Biosafety (Biosafety Protocol) under the Convention on Biodiversity (CBD) identifies a need in both developing and developed countries for comprehensive, transparent, scientific methods for pre-release testing and post-release monitoring of transgenic plants to ensure their environmental safety and sustainable use. Most importantly, Article 22 of the Biosafety Protocol requires that Parties shall cooperate in the development and/or strengthening of human resources and institutional capacities in biosafety, especially in developing countries. Vietnam is a signatory to the Cartagena Protocol and committed to implementing a clear system for biosafety risk assessment, management and monitoring. Vietnam has made considerable progress towards this goal in the past few years (see Chapter 1, this volume). At the same time, the country is investing strongly in the development of agricultural biotechnology.
