Most importantly, Article 22 of the Biosafety Protocol requires that Parties shall cooperate in the development and/or strengthening of human resources and institutional capacities in biosafety, especially in developing countries. Vietnam is a signatory to the Cartagena Protocol and committed to implementing a clear system for biosafety risk assessment, management and monitoring. Vietnam has made considerable progress towards this goal in the past few years (see Chapter 1, this volume).
