greater economic output. Energy efficiency has long been recognized as the “low
hanging fruit” in delivering a clean energy economy, especially when compared to
investments in capital-intensive energy generation technologies. In its fourth and
fifth assessment reports, the Intergovernmental Panel on Climate Change (IPCC
2007, 2014) shows that energy efficiency plays a major role in attaining climate
